That was from 2002 to 2004, during the second of his four stints as prime minister of Italy. He was arguably at the peak of his power. I was then The Times’s Rome bureau chief, and I twice met at length with Berlusconi. How well would his shtick play in another country, one with greater weight in the world and more at stake?
